1. In large mixing bowl, stir together flour, sugar, brown sugar, cinnamon and salt. Add butter/margarine: beat at low speed for 2 minutes until crumbly. Reserve 1/3 cup crumb mixture for topping; set aside.
2. To remaining crumb mixture stir egg. Beat at low speed until well mixed (1 minute). Add milk and
molasses: continue beating just until moistened, 30 to 60 seconds. Do not over mix.
3. Heat oven to 375F.
4. Divide dough into 16 pieces. Use cookie cutters and shape. Place on parchment lined cookie sheet, sprinkle with reserved crumb mixture. Bake 11 to 14 minutes or until toothpick inserted in centre comes out clean. Do not over bake. Sprinkle with powdered sugar. Store in airtight container.
